DECtalk for Modern Windows

I recently found the desire to get the old fashioned DECtalk running on modern Windows, so I compiled it with Visual Studio 2022. I've also gone ahead and gathered some links to useful resources and documentation, so you can make DECtalk do more things, like defining a custom voice.
